How to make a "static X64 address" use DQ XXX?

IN 32bit is OK like this:DD lab1
IN 64bit :DQ lab1
This will make a 32bit reloc information in 64bit PE .reloc section with 0x3XXX,not 0xAXXX
Can you help me?Thank you!
