can someone explain what this means please

this is the directory "entry" for dup in a standalone forth and I've just noticed that all entries have numbers that add up to 25.

I've just read that << means shift so it seems to be moving the "chars" into the right order but what a weird bracketing notation.

Can someone please explain this
