The Netwide Assembler doesn't support the ARM processor series. There was once a port of NASM that added support for this, but due to lack of interest it was abandoned. The GNU Assembler supports the ARM processors, you should look into the Cygwin build of
GNU ARM which contains both the GNU-ARM C compiler and GNU-ARM Assembler.
